Currently there are two ways of adding characters to a mugen game. The first is through a Text Based Interface as descripbed below. The second is to use download and install a GUI, particularly VSelect, which will simplify the process.

Download the stage and follow the steps.
1 - Check if you have both stage's .def and .sff files.
2 - Place both files in your stages folder
3 - Ensure that both files names are exactly the same.
4 - Copy the stage's name and open your data folder, following by select.def file
5A - To add the stage to a specific character, do the following:
[Characters]
kfm, stages/Mountainside_Temple.def
5B - To add a stage for general use do the following:
[ExtraStages];
Put extra stages here.
They will be available in VS and Watch modes.
;For example, you can insert 'stages/mybg.def'.
stages/Training_Room.def
Bare in mind that you must always type .def after every stage.

6 - Save everything and it's done.
Note that you don't have to add the stage twice, if you assign it to a character you don't have to add it to the stages section.You only have to add a stage into the stages section if you don't assign it to a character and want it to be used randomly.
'Mugen' is a free 2D fighting game that lets you create your own character or download a character off the Internet to fight another character. Most characters are downloaded as a zip file, which has to be opened by a program like WinZip or WinRar. You must modify several game files to add your character to 'Mugen.'
Download and save a 'Mugen' character from a character site and unzip the file using a program such as WinZip, WinRar or 7-zip.
Copy and paste the unzipped file to your 'Character' folder in the 'Mugen' game folder.
Right-click your character folder and select 'Rename.' Type a name for the new character. Click the character folder and find the '.def' file. Open the file in a text editing program and 'Save As' the new character's name .def (newcharactername.def). The character will not work if the folder name and the .def file do not match.
How To Download Mugen Characters On Mugen Database
Open 'select.def' using a text editor, and remove the lines between 'Characters' and 'kfm, stages/kfm.def.' Add the new character's name directly under the 'kfm, stages/kfm.def' line.
Start 'Mugen' and play as the new character.
